PRONET led the regulatory consultancy for the Ministries of Environment of Ecuador and Colombia, defining the framework for the implementation of general Extended Producer Responsibility (EPR) and WEEE.
Based on a national diagnosis (regulated sectors, installed treatment capacity and industrial development plans), a progressive deployment model was designed, aligned with the industrial reality and with minimal economic impact.

Work structure
The project was articulated in the necessary blocks to ensure a robust, efficient and auditable regulatory model:
- Characterization of the regulated sector: typologies of products, actors, flows and obligations.
- Impact analysis: technical, economic and environmental evaluation of the proposed measures.
- Means of compliance and control: definition of the physical and logical resources required.
- Systems and information: specification of data, processes and responsibilities (public and private) to ensure traceability and compliance.

National information system
The national information system needed to monitor goals and obligations was designed, including:
- Data models and traceability by flow.
- Integrations with public platforms and private systems.
- Reporting, validation and auditing procedures.
